I don't know the backhistory that seems to be present, but his advice
is sound.  Make yourself a perl based system.  The best way to really
learn anything is just to dive right in.

This is like five complete thoughts all rammed into one blob.  I'll try to
hit them all.

A) PHP is much more used than PERL?  I'll make the assumption that you're
referring to websites.  I don't have raw facts or statistics, but I would
be willing to bet that on the WHOLE, PERL is a language that is MUCH more
utilized.  You have to keep in mind that PERL (through mod_perl), is a 
relatively new idea in the scheme of PERL's history.  PHP was _designed_
to be a web scripting language, and it was designed to suit different needs.

B) PERL works fine under Windows.  It just doesn't work like you expect. 

C) A quick Google search yielded tons of results for PERL in Windows.

D) Some of the features not working may have been because you were reading
about "Active PERL" or something.  I'm sorry I can't be much help there.  I
honestly don't have any Windows machines.

E) Ok, so you only really had 4 thoughts in one blob, and one rehashed 
thought.

Windows is considered by all us PERL programmers because it's
a bad environment for PERL programmers.  The environment was designed
for home users and it suits that need very well.  However, because of this,
"most" PERL programmers consider it to be an inferior environment.  However,
I've found that speaking out on public lists about what "all" of "GroupX"
do is generally wrong and ends up making someone look wrong.  Just be
aware of that.

PHP compared to PERL is a completely different argument and really doesn't
have any place on this list.  It's an IRC discussion for EFNet or something.
PHP is a web scripting language.  PERL is a scripting language that 
can be on the web.  In the end, the only thing that REALLY matters is
what _you_ sit down and write with to get stuff done.
