Moving To Mexico is a Breeze...  Compared to Heading West in a Conestoga -
by Jennifer Rose - Once you've obtained your FM-3, you're allowed a
one-time opportunity to import a reasonable amount of household goods into
Mexico. While there's no definition of "reasonable amount," be prepared
for payment of taxes and some serious negotiation. Long before your move,
you'll need to submit a detailed inventory, in English and Spanish,
detailing all you intend to import, down to brand name and serial numbers
and about $75 to the Mexican Consulate for review, stamp and approval.
According to the Mexican Consulate, you can bring your personal goods,
including computers, televisions and electronic equipment into the country
duty-free. Used appliances seem to fare better than those still showing
the warranty card.

Dominica: Encouraging Investment, But Not at Any Price - by: Christopher
E.J. Main - Ms. Lucilla Lewis of Dominica�s International Business Unit
(IBU) reports that by December 1998, 173 investors had successfully
applied for economic citizenship in Dominica through the Program and a
total of 341 passports have been issued, showing the popularity of
Dominica�s special fee structure for families; a one-time payment to the
Government of US$50,000 qualifies the investor, his or her spouse and
their two children (under 18 years old) for economic citizenship.  Another
option is purchasing US$75,000 in 15-year bonds and paying additional

server is a factor, let us then 'host' our web page or server in a
location that could either care less, or offers a tax-free status by law.
Placing your web site on a server located in one of the tax free zones in

An American in a Refugee Camp  - by Charu Newhouse - I�m often asked how
and why I went to the camp.  It�s relatively simple, my background is in
human rights and international relations. After bartending and waitressing
my way through Europe, I was interested in doing something a bit more
meaningful.  I�ve always felt the need to give something back to the
countries I�ve traveled through and lived in.  After all, those countries
have given me some very profound experiences. So when I arrived in
Budapest, I grabbed a telephone book and found out the Hungarian Red Cross
was just down the street from my hostel.  I went there with an interest in
refugee work anywhere in Eastern Europe and they in turn dropped me off at
