You mean the shipped NS version was an export-NS and you downloaded the
US-version, right? Hmmm... I've only fortifyed NS 4.5 here, but with it I get
strong encryption without special configuration requirements.

Where do you see the 40bit hint? Inside NS's dialogs or inside mod_ssl's
logfile? In general you have to make sure that you at least allow the 128bit
ciphers, of course.  For this check your SSLCipherSuite directive. Second you
should make sure that the 128 bit ciphers are also enabled in NS. For this
look on the Security->Navigator->Configure-SSLv3 panel. Third I recommend you
to use "SSLLogLevel trace" to see what's happending on the SSL handshake
phase.
