I reported a similar problem a couple weeks ago -- I haven't gotten any response yet. I'm running on Linux 2.2.13 with the same versions of openssl, apache, and modssl. Apache will hang during the pass phrase prompt with an encrypted server key. I have no problems with an unencrypted server key.
