In this case, it might just be that IS feel they're losing ground.
Once upon a time, IS staff had been God-like. Now nearly anybody
tries to administer her own stuff. With NT, failing in due course,
thus having to fall back on to IS, allowing them to maintain this
God-like image. Now there is somebody who is obviously competent
enough to manage on his own, and IS are afraid that their jobs
might end up on the "k.w." list should they let this germ grow,
so they are trying to frighten him off.
