You might try www.globalsign.be. Their root certificate has been
included in Netscape and Opera for some time, and was recently included
in MSIE. And they provide what they call HyperSign128 certificates,
their equivalent of a Verisign GlobalServerId, enabling 128 bit strong
encryption worldwide.
