I just did an install/upgrade on one of my systems, and got the same error.
Frustrated me for a bit, as I tried everything I could think of.  I
finally just wiped out the binaries everywhere, and did a fresh
load/install/reboot.  Then re-edited the httpd.conf file.  Fixed the
problem.

So no, I don't know what it was, but it's gone again. :}
It might have been a mismatch between libraries or something.
