Why are you using such an old version of mod_ssl? Please try the latest
combo:
apache_1.3.14/mod_ssl-2.7.1/openssl-0.9.6
But if you MUST use apache_1.3.6, try using openssl-0.9.3a or openssl-0.9.4.
