I am building a web page for a friend, and it needs (at one point) to
transfer personal information that I need encrypted. I noticed modssl so
now I'm thinking great, I can use that. Well just a few quick questions
first:

Is it legal? I know a question like this is addressed in the FAQ, but
I couldn't understand the answer. The server with my site is located in
California, USA. I had previously tried to find some sort of secure
apache but was led to the conclusion that I would have to pay for it if
its used in the US. Is that so with modssl? And if it isn't, what
happened between then (sometime in '99) and now that makes it legal to use
for free now?

Do I have to use https:// for my whole site? I've been to secure sites
before, and none of them ever made me use https://, so whats the deal with
that, or am I mistaken? Is it possible to have your whole site insecure
except for one page with the personal form information where you would
then use https://? It seems cumbersome to me to have to tell people "no,
no, no, you have to type in https:// for MY site to work", and then what
if they forget later?

Thats about it, thanks in advance for any help,
