This has been officially rejected by Michael G. Schwern. However he mentioned that he would accept a new filtering mechanism that took Perl code rather than shell snippets.
Weather or not I do this is dependant on time and it now seems I'll have to live with a distribution specific package for a while (at least until I find the time to learn Module::Build and abandon ExtUtils::MakeMaker).
