Much the same way that any additional benefits added to CPANPLUS will not
reach CPAN.pm users, this doesn't stop us from progressing anyway.  The
ratio of folks using the old system will shrink over time provided we're
doing our job right.

If we don't play under the assumption that Module::Build will be broadly 
adopted in the future then we might as well just give up right now.
