I have much the same feeling; CPAN is a public repository for stuff
that's useful to the public; putting stuff that's only useful to you
on there isn't quite appropriate, as far as I see.
Author metadata can already be handled by uploading a author-1.0.json
file into the root of your PAUSE dir, which seems perfectly suitable.
Public experiments, IMO, would be better done on GitHub et al, with the
code uploaded to CPAN if it reaches a point where it's useful.
