Adding a "pardist" target

Hi,

I'd love to see a "pardist" target akin to the "ppmdist" target. It 
would create a .par distribution. I submitted this as an RT ticket:

Please note that the ticket has a patch (against svn version) attached 
which implements this behaviour.
