It isn't needed on any install-only host.
While that may be true now, and for the 5.8 time frame, that may NOT
necessarily true in the 5.10 and 6.0 environment.
Multiple language support is going to have to happen next year or the
one after. DOAP doesn't currently handle the concept of releases( and
thus, dependencies and so on), but if and when it does, it would give us
a metadata format that can allow cross-language dependencies.
With strong support in places like Code Zoo and Google for DOAP, it may
behove us to provide support at install time as well.
