Moving META.yml to some sort of metadata working group?

I know this has been discussed before, but I'd like to propose logically 
separating META.yml from Module::Build.

Since it was introduced META.yml has become far more important than just 
its relationship with Module::Build.

Specifically, it underpins (or could underpin) the communication between 
a number of different services in the CPAN cloud.

I'd like to suggest possibly moving discussion on META.yml to some sort 
of group that involves the managers/developers of all various parts of 
the CPAN service cloud and toolchain.

Thoughts?
