That sounds like a good idea - Gabor already has quite a
few tags on CPAN::Forum:
    http://www.cpanforum.com/tags/
One might also think about integrating these with
existing (searchable) CPAN categories:
   http://cpan.uwinnipeg.ca/chapter
In particular, the subcategories of these frequently
could be used as tags in many cases; see, for example,
  http://cpan.uwinnipeg.ca/chapter/String_Lang_Text_Proc/XML
  http://cpan.uwinnipeg.ca/chapter/World_Wide_Web_HTML_HTTP_CGI/WWW
  http://cpan.uwinnipeg.ca/chapter/Archiving_and_Compression/Compress
  http://cpan.uwinnipeg.ca/chapter/Security_and_Encryption/Crypt
The module/distribution mapping to categories/subcategories
can readily be extracted from our database, so is easily
available.
