ExtUtils::Manifest::manifind() was never designed to package empty
directories? Can someone please point me at that history lesson?
ACTION_distdir() just reads the manifest, and I would guess that
creating incompatible MANIFEST files would be a no-no, but it would be
nice if M::B could fix this. Thoughts?
