I suppose if there is a standard, it is whatever the subversion team 
does, so yes.

But we should establish some convention.  The underscores (in place of 
decimals) in the current tag names are chaotic.

The meta spec tags might like to be prefixed with META- or just META/.

Let me know how you want to do it and should we rename the tags we have?
