Just a reminder:  we bump the version in svn immediately after a 
release.  This means when you're adding entries to Changes, they go 
*after* the number at the top.  If you find a release date after that 
number, something is wrong.

There is now a script (thanks David) in devtools/bump_version.pl, which 
will prompt you for a version (and may have a reasonable default) -- or 
you can give a version as the first argument.

This script also adds a new entry to the 'Changes' file.

And we have the 0.31_02 tarball out.  If there are no pressing changes, 
I'm inclined to call that a freeze and shoot for 0.32.  We've had a 
couple rush releases since Dec 20, but probably need to get a full run 
of tests in and make this a release.

There are a pile of VMS patches which I've not had (and am unlikely to 
have soon) time to review.  Unless we have a very fast-moving volunteer 
I guess those will need to wait for 0.33.
