I'm more than happy to remove/limit the documentation for qv(), which was always
intended as a crutch for CVS users.  But I really cannot change the transcoding
algorithm now, nor do I want to.

I'm going to do a survey of module versions on CPAN, so that rather than talking
about "most authors" or "I always" or some other such fuzzy nonsense, we have a
real scope of what is out there in the wild, which is what META.yml should be
using as a basis for support, rather than the uninformed discussion that is
taking place here...
