It seems that the bucket brigade for an AP_FTYPE_PROTOCOL output filter does not contain the headers. However, I do see the headers in r->headers_out.
My understanding was that AP_FTYPE_PROTOCOL filters would NOT have a filled in request_rec. What am I missing?
