Proposal: Attache.pm

Greetings.

Attache.pm is an OO interface to the ClearCase
(http:://www.rational.org) CLI facility on Win32 systems (attcmd). You
need attcmd installed to be able to use this module.

Should this thing be inserted somewhere in a ClearCase:: namespace?
