  rationale:

    This module is most helpful in an Apache/mod_perl environment to
    see which modules are most often used and to preload some of them at
    server startup. Because the code does not require mod_perl, it does
    not seem appropriate to place it in Apache::Use but in Module::Use
    instead (btw, Module:: is already in chapter 3).

    Note that an e-mail mentioning this was submitted to the modperl
    and modules lists a couple days previous to this. The name in that
    e-mail was Apache::Use.
