rationale:
The module manipilates lists of IPv4 or IPv6 netblocks expressed in
CIDR notation (netmask/prefix). The CIDR notation is the preferred
notation used in routing/internetworking software; but does not
easily lend itself to parsing by human beings. Even oldbies have
occasional difficulties in converting a starting/ending IP address
range to CIDR notation.
Net::CIDR converts lists of IP netblocks between "start-end" and
"netmask/prefix" notations, merging adjacent netblocks
automatically.
