rationale:
Why cut and paste the same function to confert a list into a
sentence with the appropriate 'and' or 'or' in it? Since it's so
mind-numbingly commonplace it should be a module.
This one uses 'and' or 'or' but different languages with their
appropriate comma-placing conventions are added.
