rationale:
Event is a Event loop processing module that handle io, timers, and
other type of watchers.
Event::File is a wrapper to allow file related Event watchersin the
form of
Event::File->watcher_type( ... );
This package provides the module Event::File::tail which allows the
use of a tail like function inside Event.
File::Tail mimics the 'tail' program too, but it works in a
BLOCKING way, what make it unusable to be used with Event Loop
