rationale:
Instead of using http requests to get the weather data from the
Weather Channel or other website, this module gets the data directly
from the FTP server at the NWS. It can do the current conditions for
any reporttind station in the world with a four-letter ICAO station
number. It also calculates other bits of information not actually in
the report, such as heat index, wind chill, relative humidity, etc.
It also uses celsius and fahrenheit temperature measurements, and
metric/standard units.
