rationale:
This module converts english text to a number, and my prototype can
`currently handle cardinal and ordinal numbers from zero to one
billion plus. I may later extend it with support for mixed numbers
("5 thousand and 1") decimals and fractions.
Lingua::ID::Words2Nums is the equivilant module, already in CPAN
for Indonesian, so I picked the name by analogy with that (and will
base the interface on that module as well).
FWIW, I hate the name, but I guess consistency is a good thing.If I
had my druthers, I'd prefer to call it Lingua::EN::NumParser.
