rationale:
Drop-in replacement for the HTTP query string parsing in CGI.pm,
but supports nested structures. CGI.pm generates a flat hash of
name-value pairs. It's just a single function, and could probably be
added to an existing module, but I couldn't find an appropriate
candidate.
