rationale:
Test::Simple is the simplest possible testing module. It exports a
single function, ok() which does one thing.
Inside the Test-Simple tarball are...
Test::More. which is just more ways to say ok.
Test::Builder, which is a class upon which you can build more test
libraries (such as Test::More and Test::Simple).
Future versions may split Test::Builder out into its own tarball.
