rationale:
The root namespace "VERSION" and its subtree should be an extension
to the current PERL language pragmatic practice allowing to control
version-level by "USE SomeModule 1.01;"
To be able to use this practice, since now, every developer has to
define the variable $VERSION. The VERSION::RCS does it automatically
using the standard string format $Id$ of RCS.
The VERSION::RCS module is the first application of the idea.
However the module is fully functional, it could be used as
template/exmple for other similar modules like VERSION:CVS etc...
