rationale:
The purpose of IO::NonBlocking is to provide a ready made server
service as IO::Multiplex does. Whilst IO::Multiplex gives high-level
programmer I/O multiplexing servers, IO::NonBlocking gives
non-blocking I/O server base class to be inherited. So, it should be
designated as the name.
