rationale:
After some discussion with Chris Reinardt (maintainer of Net::DNS)
we descided that to keep Net::DNS portable the DNSSEC exensions,
which rely on somewhat difficult to port modules, are to be
distributed seperately.
Net::DNS contains helper methods and has hooks for Net::DNS::Sec
since version 0.21.
DNSSEC is the common name for security extensions to the DNS.
