rationale:
Uttu does not itself provide a complete application environment but
enables the creation of application frameworks by handling
configuration of the content handler (e.g., AxKit, HTML::Mason, or
Template Toolkit), URI<->filename translation, application
configuration, and database failover.
Frameworks are in the Uttu::Framework:: namespace, while
applications for a particular framework are in the
Uttu::Framework::<framework>:: namespace (as currently implemented).
This allows for application distribution on CPAN and installation
using the normal Perl module installation tools.
The reason for requesting the top-level namespace is because
frameworks and applications are already embedded several levels into
the Uttu namespace -- it also makes it a convenient gathering
similar to the Apache:: namespace for mod_perl modules.
