rationale:
I tried for XML::OCS but was denied because you are trying to
freeze the XML namespace.
OCS::Parser works on the same premise as XML::RSS except that it
parses OCS (Open Content Syndication) files. The OCS Directory
format is an XML format designed to enable channel listings to be
constructed for use by portal sites, client based headline software
and other similar applications.
There used to be a module for parsing OCS files out on the main OCS
site (http://internetalchemy.org/ocs/) but it has not been
maintained in over a year and has become defunct, hence my creation
of this module.
