rationale:
This is just another INI file type reader/writer.
It uses Hash::Case or Hash::WithDefaults to provide whatever case
handling you like and the default sections, optionaly interpolates
system variables in the Windows format (%TEMP%), and allows you to
use the here-doc syntax in the INI file.
The module allows you to read the INI file data either from a file,
from a string, an array or a filehandle. It also provides a function
to parse a string as if it was an INI file section and return the
hash.
The HoH is NOT tied to the INI file, your changes to the HoH do not
change the INI file automaticaly.
