Mail::Procmail was already taken, but fortunately makes my name
more descriptive of what it really is: a procmail rc parser.
Mail::Procmailrc parses bona fide procmail rc files and puts the
contents into an object for manipulation. There is currently nothing
of the sort on CPAN (despite some similar names).
