rationale:
Ogg::Vorbis::Decoder is a companion module to Ogg::Vorbis::Header
that allows users to decode vorbis files, seek through the files,
etc. Decoder duplicates functionality in Ogg::Vorbis but Ogg::Vorbis
no longer compiles on many systems, hasn't been updated in 2 years,
and provides an all-in-one interface to vorbis files. OVD follows in
the one-tool-per-task lead of Ogg::Vorbis::Header.
