rationale:
Tobi Oetiker and I discussed the pros and cons of putting the perl
mods that come with RRDtool up on CPAN. In the end, we feel that
there is more to be gained by all if they are there. RRDtool is a
round robin database, so it's placement in Data seems natural and
fitting.
