  rationale:

    ctflags allows to configure flags (constants) from the script
    environment: command line options or env vars.

    I know that a top level name is going to be controversial but:

    1) it is not a module but a set of modules: ctflags::parse
    ctflags::long ctflags::memory etc.

    2) it's more a pragma than a normal module and pragmas usually have
    top level names

    3) I couldn't find any other suitable already existent top level
    namespace to use... well, maybe constant.
