Replaces ExtUtils::MakeMaker
rationale:
1) Doesn't depend on 'make', so modules can be built & installed on
systems without it, or with weird variants of it.
2) Doesn't require bizarre regex contortions on make rules in order
to customize installation/testing behavior.
3) Allows subclassing in a straightforward manner.
