This module exports the cop struct as individual functions; callers
can call them to find out the lexical-scoped hints that its block is
compiled under. It is useful for internal hackers and people that
wish to access the caller's ${^OPEN} values, in order to implement
locale-aware library that can sensibly operate under 'use open
":locale";'.
The proof-of-concept implementation is done by Rafael Garcia-Suarez
and improved by myself.
