It's a Win32 only module, so clearly it should be in the Win32
namespace. It's a very basic interface to the Microsoft Speech API
4.0, which is generally known as the SAPI 4.0. Since there are other
(newer) incompatible versions of this SAPI availabel (5.1 and .NET),
it seems only logical to use the version number of the SAPI in the
modulename, therefore Win32::SAPI4
