rationale:
This module builds upon Lingua::EN::Tagger for its core
functionality, but all language-specific aspects are redefined, so
that it will work with German lexical resources. The namespace
parallels that of Lingua::EN::Tagger, because of the similar
interface, architecture and functionality, yet it will remain unique
among German projects. Since the Lingua::DE:: namespace already
exists for other German-related projects, I wish to simply add mine
to the list without introducing new top- or secondary- namespaces.
