 For a module like this one that has been in CPAN for quite some time, but
for which the toplevel namespace has never been registered, would you prefer
that we go ahead and register the non-standard toplevel namespace (SGMLS),
or just leave it the way it is?

 I uploaded a test file (SGMLSpm-1.1.tar.gz) and got the permission denied
while indexing error message back from PAUSE. INGOMACH is listed as the
owner of module SGMLS, and DMEGG for SGMLS::Output.

 Apologies for the newbie questions, as long as I've had a PAUSE account
I've yet to use it.
