I agree with Andreas in theory, but in practice adding a maintainer to
all P5P modules is a shift and a click more than adding a maintainer
to all the modules.

I did what Jesse requested so they could get on with whatever they are
doing as soon as possible. If we want to roll back some permissions,
that's fine too.
