rationale:
1. CPAN doesn't have any XSUB Perl Interface Module for calling
libogg functions, this module gives direct access to libogg
functions (except for oggpack_buffer manipulation functions, as it
is used internally and never none will have to call them) using
XSUBs.
2. Ogg is a media container. Ogg can use used to carry *any type*
of data, but used popularly to carry Vorbis (audio) and Theora
(video) data.
3. Ogg::LibOgg because this can be used to call libogg functions
directly.
