rationale:
1. There is no module in CPAN which works on Theora video codec.
2. this module gives binding to libtheoraenc, libtheoradec and
libtheora functions in perl by using XS interface.
3. Currently Ogg::Theora::LibTheora uses Ogg container format so it
is nested under Ogg.
