rationale:
Several modules already use the Queue:: namespace (Queue::Mmap,
Queue::Dir, Queue::Q4Pg::Lite, etc) to indicate that they implement
a queue system, and since this is a queue system as well it makes
sense to put it under the same namespace.
Existing queue systems like Queue::Q4Pg::Lite are database-type
dependent, others use files / directories. This module aims at
providing a database-type independent solution using DBI as an
abstraction layer for storage. To reflect that, Queue::DBI seems an
appropriate namespace.
