rationale:
This module is an extension of the already existing
Catalyst::Plugin::Compress. I don't think the changes should be
rolled into the existing module as it adds extra complication and
checks that may slow down the response from the web server. It would
only be used by a select number of people who wish to partially
disable output compression.
